either way thank god for good old American literacy! A real magazine,newspaper editor would have had you throttled for that.

Apt is used as in 'likely'. The text should have read "... aren't apt to floor anyone ..."

Translation:

The specs aren't likely to cause anyone to fall to the floor (i.e. pass out) with their grandeur.
